When starting, the engine revs high, dives down (in colder weather, has stalled), then levels off. This is without touching the accelerator. I would understand if a foot were on the gas that it might do this. Any thoughts?

Sounds like the Idle Air Control Valve , IACV is bad and needs replacement. When replacing make sure ports in throttle body and intake are clean.
