Hey John--
It could be a few things. The first thing to check it the RPM input signal via a scanner. This will tell you if it is a sensor on the engine, or the circuitry in the instrument cluster.
More than likely, though, you will find it is a failed engine sensor. If it is not that it is either a bad ground wire or a failed instrument cluster.
