The parking pawl is broken and needs to be replaced. You should have this done as it is not only dangerous but it is metal flating around in your transmission just waiting to further damage it. Also the parking brake should hold the car after aproximately 7 clicks. So it needs adjustemnt. Take your car to a tranmission shop and not a standard repair shop as it takes a lot of experience and special tools to work on automatic transmissions.
