Brake rotor noise

What is it when you lift the front of your truck, and you spin the tire a full rotation and only about half of the rotation will make a sound like its rubbing on the pads. I then removed the tire and spun the rotor itself and it still made the sound every time it passed the same spot. If i drive slowly you can also notice a noise almost sounds like rubber every time the wheel makes one full rotation. I was thinking run out but i heard that is only when you apply the brakes. also, my steering wheel shakes or vibrates a bit at around 60-80 mph.

That does sound like the rotors are warped if they shake when braking. Have the rotors resurfaced or replaced first.
