The car stalls and I have to let up off the gas to correct it. It also****** if I reach 3 rpm.

700 is a trans code. I would let a trans shop verify an issue that may be causing your stalling. If the converter clutch is applied when you come to a stop, yes it will stall. otherwise, you may have separate issues.
