2005 Dodge Neon Idler/tensioner pulley

I am currently in the process of replacing my idler/tensioner pulley. My question is, do you have to, or can you, take off the whole bracket or can you somehow get down in there to remove it, it appears to need a hexagon shaped tool

Its a 2.0 4 cylinder

There's two 2.0L engines. The single cam engine uses a tensioner pulley that is part of the bracket. You replace the entire bracket to replace the arm and spring. The pulley can be replaced separately. I don't have a reference for the dual cam engine.
