have the pads been replaced?, and new rotors will need to be surfaced, sometimes they arent perfect when purchased. I would resurface/turn the rotors, and replace pads if they havent been, the pads should atleast be inspected for cracks or pits,

rotors may need to be turned/resurfaced, because they are new does not always mean perfect, also they could be warped, I wouuld also check the pads, not only that but if there are drums in the rear they could have a crack or pits too
