2005 Dodge Caravan After Driving 30 Minutes More Very Cold Weather Rpm S

After driving for 30 minutes or more in very cold weather, the rpm's fluctuate. It downshifts for a few seconds or even as long as 15-20 seconds. Then goes back down. Goes from 1900 to 3200 with me doing nothing with the accelerator. What needs to be done?

1.If it hasn't been done before I would replace the transmission filter and add new fluid.
2 Solenoid pack may be going bad.
