My headlights are not working but parking lights do come on

The headlights are not coming on when the switch is turned on two clicks. At the first click all parking lights are working. The bright lights are working via the arm controller

it may be as simple as 2 bad bulbs. have them checked or try replacing 1 to see then do the other.
