The steering pump is whining and a growling/grinding at slow speeds when parking etc. The pump, rack, reservoir and return pipes have been replaced and the noise is stil there also the steering wheel kicks back a little in certain spots.

That is what I figured see this often. Suspect old pump bad sent debris throughout system Tech didnot flush system.
So then rack replaced debris in system so contamination takes out new pump and damages spool valve in rack. Then lines as a last gasp attempt. So you still have problem job done incorrectly and now pump and rack need replaced and full system flush

Replaced entir steering system and has problem not being there to phyisicaly see vehicle can only surmise something in repair went wrong. Air bleeds out easily by a few lock to lock turns. Has ball jionts-strut mount bearings been checked to not be binding?
