Sounds like motor running under dash

I am getting no heat, ac works fine. I ran the diagnostic check it gave me code 31 which is the Evaporator Temperature Sensor let me know if I need to change this sensor. Also I keep hearing a motor running underneath the dash when the car is not running is this related to the sensor.

Is your HVAC system automatic or manual?

It could be a faulty sensor or with the wiring system so you need to perform test to confirm.

The running motor could be related to this problem or it could be something else.

Would you be able to perform testings if the information is available?

You would need a DVOM for this.
