It's not common but it's possible. Why don't you check the bulbs and find out. You can use a test light to determine whether it's power or ground that is missing.
See if the high beams work.

I check both bulbs they where burnt out what would cause this (power surge or somethink )

Yes, an overcharging alternator could do that. Take a voltage reading with the car idling with no accessories on, should be between 13.5 and 14.8 volts.
