Maybe a problem with evap system? The air in the tank has to go somewhere or it will burp back up the fill pipe. Have you tried a different pump?

Yes I have been to many diffrent pumpsand it does the Same thing every time.

check to see if the smaller hose going to the filler tube is damaged or clogged. Like JDL said, the air has to escape for gas to go in the tank,. That hose is a vent.
