Where is the fuel pressure regualtor located on a 2005 Chevrolet Malibu and can it be replaced without the fuel pump being replaced?

The regulator is part of the fuel pump assembly and is not serviced separately. You need to replace the entire fuel pump assembly. It's pretty rare for the regulator to be the cause of a failure anyway.
