Usually requires retractor replacement. Which belt is it by chance, the rear center belt, and is it sucked up tight. There are some conditions where the seat belt stop is gone, and the belt retracts all the slack. When the seat is folded, it pulls in more slack, and also locks because it is off-angle. If that is the case, you may be able remove the acnchored end, and withdraw some. You will need to put a stop on it, or it will happen again.
