I have a torn boot on the passenger side steering rack. Can I just replace the boot to fix or is this worse?

I have replaced the power steering fluid and it is just pumped out of this tear in the boot. I thought it was the pressure line but its not. Is this major? What could be going on under the boot. Thank you.

the boot is a dust boot, not a fluid boot. the fact it is leaking fluid indicates the rack must be replaced.
