Try to spot the lever for the "Temperature Flap Control Motor" by looking under the dash to the right of the gas pedal.

If the lever is attached, could be a motor issue.

Sometimes, performing "basic settings" with a scan tool, can re-align doors that solve temp / flow issues.

You might be able to reach it. But am not sure.

The only time I have ever gotten close, was when I removed the dash to do a heater core. But the focus was on the core at
that time, so I can't recall of what kind of access I had before or during the core removal.

Step 1 - A heater cannot operate unless the engine is full of coolant/antifreeze. If coolant level is low check the system for leaks.
