2004 Volkswagen Jetta no power

driving a jetta4 1.9tdi, the problem is the car doesn't have power and we did the turbo the engine and the timing but still there is no power. My mechanic suggested that the problem might be the diesel pump. please help

2004 should not have an Injection Pump... do you mean the High Pressure Fuel Pump?

Can you take a picture of the engine bay and post the picture here?

Do you know the engine code? ALH, BEW, BRM?

Does the turbo actuator rod get vacuum?
