what is the cause of ABS warning light not to be on while battery and oil light are on when I start the car

That bulb should turn on for just a few seconds while the computer runs some self-tests, then it will turn off. If it never comes on, either the bulb is burned out or two fuses feeding the ABS Computer are blown or were removed.
