after one tire was replaced due to a flat, front right began a whirring noise

have been given two answers by 2 local mechanics; right front wheel bearing neeeds replacing or replacing the tire caused the noise. how do i know which is correct?

was it a new tire? and try moving front tires to rear and see if itmakes a difference. if it does then it's tire noise

the new tire was put on the rear right and the rear tires moved to the front. thank you.

still try the same thing moving the rears to the front just for atest and see if it changes your sound. to test the wheel bearing make a large left handed turn, a parking lot is great if the noise is more predominant on that type of turn then it's your right side and cold be the bearing but tires can really screw things up especially since your trouble began with the new tire.
