Engine won't start due to unstable current?

Engine won't start due to unstable current at the injectors. The engine only starts if fuel is directly supplied into the injector.

These cars had problems with the EFI main power relay for the PCM which I would swap out to see if that fixes the issue. Here is the location so you can check it out. Check out the images (below). Please let us know what happens.
