Climate Control system only blows out of face vents

For some reason, my climate control system works (adjusts fan speed and air temperature) but it only blows out of the face vents. I can tell it to defrost or blow on the floor, but the air only comes out of the face vents still. Do I need to replace the control panel for the climate control system, or is there another unit under the dash that directs the airflow?

-Could be the HVAC control module,door, vacuum and actuator problem it needs to be open it up to find out what's going here
