Start by suspecting a broken ground wire. The two major clues are the bulbs do the wrong things or they're dim, and one changes when you do anything to the other side.
To verify a ground problem, if you can get to the bulb's terminals with it still plugged in, turn the lights on, then measure the voltages on all three of them. One terminal must have 0.0 volts. If you find some voltage on all three terminals, there has to be a bad ground.
