The serpentine belt on the car was split in the first groove of the belt ( far left side when looking at the front of the car or passenger side) we put a new one on it split in the same place we put another new one on it split in the same place. What do you think?

No. The belt is not sitting evenly on the pulley. The portion of the pulley towards the engine has a 1/4 inch of surface rust. I believe the tensioner is pushing the belt off

Sounds like there is play in the belt tensioner arm from side to side allowing the pulley to sit unevenly on the belt.
