2004 Saturn Vue Loud pitch howl

When I turn my steering wheel it makes a loud squealing sound use to do it only when it was cold weather but now every time I have to turn the steering wheel

Most likely its the boot at the base of the steering column inside the car. Rust builds up and makes noise against the rubber boot.
