ok, i,m sorry i,m 76 and not to hot on computors.
04saturn no horn & can,t turn on the cruse from the steering. horn works from key. yes i do have a meter and i know electric for 46 years. sorry i had to start all over. don

passenger seat belt light is on. i'm contacting my grandaughter now to ask about air bag

I was think a possible bad clockspring in the steering column but that would have also put the Airbag light on so make sure it actually works.

Just to add to this one wrenchtech i have seen bad air bag coils on these vues cause no horn or cruise mostly horn issues and the air bag light wasnt on in most cases.I just wanted to share the info with you so you didnt over look your intail suspect of the coil.Its not uncommon for those coils to go bad as well i have changed my fair share of them.

i finally got the answer from my end, the air bag light is on

That means a bad Clock spring in the steering column. Don't attempt this yourself as the airbag itself can be very dangerous to handle. Saturntech9 is calling it an "airbag coil" but we are talking about the same part.
