I was think a possible bad clockspring in the steering column but that would have also put the Airbag light on so make sure it actually works.

Just to add to this one wrenchtech I have seen bad air bag coils on these vues cause no horn or cruise mostly horn issues and the air bag light wasnt on in most cases.I just wanted to share the info with you so you didnt over look your intail suspect of the coil. Its not uncommon for those coils to go bad as well I have changed my fair share of them.

That means a bad Clock spring in the steering column. Don't attempt this yourself as the airbag itself can be very dangerous to handle. Saturntech9 is calling it an "airbag coil" but we are talking about the same part.
