2004 Saturn L300 Sometimes Apply Brakes Stop Sign Brake Pedal Stays Down

Sometimes when I apply my brakes at a stop sign, the brake pedal stays down. Usually it comes back up in a few seconds. One time it stayed "locked" for about a minute. We have changed the master cylinder and the front calipers. It is still happening and seems to be getting worse. (Used DOT 3 Brake Fluid) Any idea what else could cause this problem.

Sounds like the brake booster or brake pedal itself is sticking down.
