2004 Saturn Ion Thinking Purchasing Ion Man Buying Car Been Driving

I am thinking of purchasing a Saturn ION. The man I am buying the car said he has been driving it & noticed the oil has been used up quickly, he said it was about a quart of oil needed just after 2-3wks. What could that mean?

It's leaking oil or it's sneaking past the piston rings, being burned, and going out the tail pipe as blue smoke.
