2004 Renault Laguna pulsing when cold

my 2004 laguna 1.9Dci is pulsing while cold it over revs and returns to idle at approx. 3 second intervals, once warm the pulsing stops. any ideas?

Check for vacuum leaks and check the idle air control valve on the throttle body.
