2004 Renault Clio Headlamp Aim Adjustment

I have recently failed the MOT re-test as the headlamp aim was too high on the nearside. As the garage went to adjust it, they also found that the headlamp was insecure. I can resecure the headlamp to the car, however, they advised the adjuster was broken.. is there any way of re-adjusting the aim so I can FINALLY get the car to pass its MOT?

It sounds like the headlight bucket/lens will need to be replaced to fix the problem.
