wheel and ignition are locked?

i have a 2004 pontiac GTO my steering wheel and ignition are locked how would i go about unlocking this without taking to a dealer or shop? sprayed with wd 40 and wiggled steering wheel will not unlock and let me turn key

Proberbly a collapsed ignition key barrel, when a key will not turn this is normally the cause.
