2004 Pontiac Grand Prix Cruise Control Doesn T Work Checked Fuse Seems Good

The cruise control doesn't work. I have checked the fuse it seems to be good. have checked the break switch located by the break peddal, it is pushed in. tried checking the 3rd break light on the spoiler. How do you get that out to check the bulb or replace it?

if it's on the spoiler they are led lights an dshold be some screws to get them if inside car then go through trunk an dpull a panel down below it. the cruise should be scanned as it can be a relay or multi function switch
