The Heater is blowing extremely icy air

There is plenty of coolant, the radiator cap is on tight, temp gauge is reading fine. Just don't know what the problem could be Really Dont know what the problem could be. Checked gauges, and radiator cap, collient is at a good level. Just dont understand

check for both heater hoses being hot , if they arethen it's your actuators are getting power or they aren't working . they are under dash. generic pic enclosed.
