2004 Peugeot 407 Hi 407 Making Quite Load Road Noise Driven 40mph Plus Sound

Hi, I have a 2004 Peugeot 407. It is making quite a load road noise when driven 40mph plus. The sound is like driving on snow tires, however I've checked the tires and they are fine. The noise continues unchanged when I fully depress the clutch and allow the engine to idle while still moving, it does not alter its pitch when I change gear or accelerate. When Im travelling along at 70mph in fifth gear, its sounds like Im in third but the engine seems fine.

Could this be wheel bearings?

A wheel bearing will increase pitch with road speed, get them all checked to be sure.
