how can i replace cross members into luggage rack on top of van

They are removeable. There should be a button on the end of each side that allows them to move.

thanks for the reply but i have 2 cross members that are not installed and i would like to install into the two long pieces

Ok. I thought you were trying to remove. You should be able to install them on an angle because they have flex to them. If you can't, you may have to losen one side of the main track to install.
