I have a hard starting condition, also difficulty when refueling. Are both conditions related?

1)The hard starting condition occurs only when parked on an incline.
2)The refueling problem is the gas nozzle constantly trips when refueling.
Refueling can be done only by inserting the nozzle half way and squeezing
the trigger slowly.
The engine warning light is also on.
