2004 Nissan Maxima Wipers Frozen Windshield Would Run Afterwards Found Bad 20

Wipers were frozen to windshield. Would not run afterwards.
Found bad 20 amp fuse in the IPDM fuse block. Now the wipers won't stop ! Turning the ignition key off is the only way to stop them. Is there another fuse I can look for or maybe there is a relay somewhere I can replace ?

no, park is in the motor. it has failed from trying to move them while frozen to the window
