Mercury Sable is Kicking back

The brake pedal of my 2004 Mercury Sable is kicking back just at the end of the braking just before stoping when is going about 10 to 15 MPH. You can feel the pedal "kicking back". We just resurface the disks, the pads are new. Please Help.

Your abs is falsely going off, due to one of your wheel speed sensors signal dropping out, this is usaully due to rust buildup behind the wheel speed sensor mounting area, the buildup increases air gap between the sensor and tone ring resulting in poor sensor feedback, or there could be a problem with one of the tone rings.
