Head light go off while driving then come back on

I have check all fuses and they are good. Have gotten info from other sites telling me to check certain fuses and I did find that fuse number 21 is not hot all the time. How can I fix this or should I move on to the LCM?

you will prob end up at the lcm but remove the headlamp switch and check the plug connection for tightness or signs of overheating.
