2004 Mercury Marquis Fuel Problem

I put a brand new battery in my 04 Mercury Grand Marquis, i have all kinds of power going to the electrical accessories and the starter has all kinds of power, im not getting the fuel pump, so i dont know if its a low voltage situation or if a module went bad, also is there more than one relay that operates the fuel pump.

Are you getting power to the fuel pump relay? Is the power being sent to the pump? Will the engine start briefly if you use starting fluid?
