I have Vito , it does not accelerate on a hill in fact run just 20 m/h , it does not run more than 60 M/H ; some say it is Turbo but no smoke, what is the solution

Your catalytic converter could be clogged. Unbolt the exhaust at the converter and see if the car will accelerate like normal.
