Why does the horn and lights go on and off when I connect both battery cables?

I tried to install a new battery because the old battery kept going dead if I didn't drive the car for a week. I put on the positive cable and when I put the neg cable on it acts the same as if I pressed the panic button on the remote.

You are triggering the alarm when the battery is connected. You have to connect the cables and then shut the alarm off.
