2004 Jeep Grand Cherokee Makes High Pitch Whistling Noise While Driving Stops

Jeep makes a high pitch whistling noise while driving and stops when I have my foot on the accelerator. Usually last for about 15 minutes of driving sometimes longer. No specific pattern to it. Been happening for the last year and 3 mechanice later I still have no fix for it.

I have the same issue with my 2004 jgc, I believe it is some kind of vacuum leak
