Car has a hard time passing 2000rpm-2500rpm

The vehicle is very slow off the start and has a hard time accelerating over2000rpm.
I changed he cam shaft sensor and the problem got worse.

P0021 for Intake cam position timing-check the oil if sludged-up

P001 and P0021 are both for the Intake Valve Control and it could be due to sludged oil causing the control valves to stick or the control valves are faulty.
