Have you hit anything with the car? Bumped a curb? Hit a pothole? Hit a speed bump a little hard?
You say the vibration got better but didn't go away when the wheel balance was done. Where do you feel the vibration the most? Do you know what kind of balance was done? Dynamic, low speed, high speed, on-car, off-car? Without seeing it, my guess would be the wheel balance. Properly balancing the wheels/tires is an art. Lots of people can run a spin balancer, but very few know how to do it properly.
Check the sides of the wheels/tires and see how many weights were used. A good tech will only use one on either side of the tire, while poor ones will just add weights until the machine says zero. This is wrong.
Many techs also aren't aware of the fact that the spin balancer they use is capable of quite a bit more accuracy than what they normally get.
I would take it back and complain, then tell the manager you want the high accuracy/high speed balance and you want only one weight per side of the wheel.
