2004 Honda Accord Starting Car Cold Weather There Seems Whine Noise Move

when starting my car in cold weather, there seems to be a whine noise. If I move the steering wheel from left to right it is a bit more pronounced. After the car is warmed up, or in warm weather, this noise is not present. I replaced some of the power steering fluid with an p/s additive, but this did not help.

Any thoughts?

it may be the valve in the p/s pump making noise ifi ti's not to bad put up with it. if not replace pump.
