My car failed an emissions test due to MIL status, which read no voltage. How can I fix this problem?

My car passed the cap 1 visual, & final cap as well as key on engine & key on engine running bulb check, but failed OBD Connector Integrity = malfunction indicator light (MIL) = No voltage.

How can I fix this please?

Check all your fuses with a test light.
