My tailgate window only goes up 2 inches and no further. It will go down all the way but then only about two inches up and stops.

Can you hear the window motor still driving? if not remove the trim and start with lubing all the tracks and regulator pivots, let the window wind back a touch to take any load off and disconnect the glass mount from the regulator and ensure that the glass does slide freely up the tracks and is not binding as well.
