I just purchase from GM a boot to prevent the steering fluid from flowing out from the steering shaft. But it still flow from the shaft onto the ground and the steering wheel make a noise and hard to turn. What can I do beside go to mechanic and get taken for all my money.

The boot you purchased is a dust boot, not a fluid boot. If fluid is present in the boot, then the steering rack is no good and must be replaced.

Where do I go on GM parts to search for steering rack. Is it under power steering what? Where do I search for this part. And when I go to a mechanic how much do you think I will be paying out.

Go to any parts store web site and type in rack and pinion.
Around 600-800 with parts and labor

I live in Chicago IL can you recommend a mechanic. That won't strong arm me if I go to them for this problem.
